I wasn't sure the exact process, but I requested my County Assessor to decrease the value of our house to slightly below the value of what we purchased it for in 2004. It came back about 20 percent below that value.
Good news: will be saving on property taxes this year (not sure how it will work on future years).
Bad news: current home value is below what we paid for it five years ago.
